Objectives

Counter-terrorist activity is aimed at regulating the following :

.

(I) The detection, prevention, suppression, revealing and investigation of terrorist activities, as well as mitigation and/or elimination of their consequences. Counter-terrorism provides for an integrated governmental policy of countering terrorism and is focused on the protection of basic human rights, civil freedoms and the ensuring of national security.

.

(II) The subjects of counter-terrorist activity include; legally authorized bodies of government and local self-government, whose scope of legal authority encompasses counter-terrorist activities. In addition; non-governmental organizations, public associations and individual citizens who provide assistance to legally authorized bodies of government and local self-government in their counter-terrorist activity.

(III) The coordination of counter-terrorist activity which involves; planning of the deployment of counter-terrorist assets and resources of requisite governmental executive counter-terrorist authorities and their regional units, as well as command and control of counter-terrorist operations.

*Salafism and Hizb ut-Tahrir; useful to explain how guided by;

Saudi Arabia, are the most serious threat to the whole region of Central Asia.
The Saudi regime has been able to institutionalize
Salafism and radical thinking of Wahhabism in Central
Asia by deploying Salafi preachers, establishing various schools
and constructing mosques at large and heavy cost.
More worrying is that youth are influenced by this damaging
trend. The adherents of these movements do not accept native
religious scholars and religions and act upon fatwas of those
sheikhs who are popular on the internet in all countries.
In recent years, Salafists have been working secretly. For instance,
unlike other native Muslims they do not wear white caps and
offer their prayers in Hanafi style. Salafists sessions and lectures
are held at the apartment rooms thus detecting and controlling
them is extremely difficult.
Today Hizb ut-Tahrir has revised its working techniques and has adopted
its strategy as per regional characteristics and emphasizing on social
initiatives they are entering at the same time their members in
government agencies, including the military.
Many Kazakh Salafis have become hard Takfirs and participating in
terrorist attacks, in for example Kazakhstan, but their news is not
published in the media. Western countries want to use the development
of Takfiri ideas of Saudi Arabia in wrecking the situation of the Central
Asian region and engaging Iran and Russia, who have been enjoying
relative peace in this area.

an effective response to these threats.

Modern security systems of anti-terror

Counter-terrorism, which is based on prevention activities,
has become the most important area of public policy on
national security. Its main component is to counter terrorist
ideology. The ideology of terrorism – a set of ideas, concepts,
beliefs, dogmas, of targets, slogans, justifying and justifying
the need for terrorist activities and to mobilize people to
participate in this activity. This collection includes material

Global Terrorism Index Report 2016

Islamic State surpassed Boko Haram as the deadliest terror group during 2015. Islamic State undertook attacks in 252 different cities, and caused 6,141 deaths. The 2016 Global Terrorism Index indicates a 650% increase in deaths from terrorism among OECD member countries

 A 10% fall in global deaths from terrorism in 2015 overshadowed by a rise in the overall impact of terrorism as more countries register record terrorist levels
