Knowing and dominating the definitions of words, cross-culturally, is key to winning the international war of ideas. Public diplomacy, public affairs, information operations, psychological operations and political warfare are all aspects of strategic communication and counterinsurgency. They will be more effective if we as practitioners fearlessly exploit the wealth of words that culture offers to define ideas and shape understanding of them.

Toward a new vocabulary? If not jihad, then what? If foreign terrorists are not, in truth, holy warriors but rather mass-murderers, what do we call them, and what should our message to the rest of the Muslim world be? Our tilting the playing field requires undermining the enemy and destroying its ideas – not merely refuting them or ‘competing’ with them in an intellectual ‘marketplace.’

Here are the criteria :

THE MAIN PURPOSE : COUNTERING THE IDEOLOGY OF TERRORISM
To engage anti-terrorist formation of consciousness; it is to create a society in the interests of anti-terrorist ideology, a ‘vaccinated population’ with an immunity against attempts toward involvement in terrorist activities, to reduce the social base of support for terrorists and manifest the strongest condemnation of the use of terrorist methods under ANY slogans and ideology.
To achieve this goal in the content, therefore, it is necessary to show the following tasks :
(I) To improve the legal security of all areas of counter terrorist threats while increasing the level of anti-terrorist legal culture of the population.
(II) To explain to our citizens, especially those segments and categories of the population who are most affected by terrorism and, in general, extremist ideology, destructive, illegal, anti-human nature of terrorism.
(III) To embed in the public consciousness beliefs of the futility and destructiveness of using violence to achieve deterrence, any destructive purposes under any slogans.
(IV) To bring to the public specific examples convincing of the strategic national position on the inevitability and the hardness of punishment for committing acts of terrorism.
(V) To create a positive image of the employees of units of special services and law enforcement agencies engaged in the fight against terrorism, as well as the motivation to develop the civilian population to assist the government in combating terrorism.
(VI) To expose the myths glorifying the terrorist and extremist activity.
(VII) To demonstrate the hypocrisy of the organisers and sponsors of terrorism.
(VIII) To debunk the superficially attractive slogans and propaganda techniques.
(IX) To educate the law-abiding public, in respecting government representatives, human rights and freedoms of ALL members of our society.
(X) To create a citizens’ willingness to actively counter extremists, and be supporting of government action in the suppression of illegitimate violence.
(XI) To establish in the public mind the respect and appreciation of the diversity of cultural expressions, ways of being human.
(XII) To establish and maintain among the creative intelligentsia and media representatives incentives to create artistic, journalistic, documentary works, aimed at creating anti-terrorism awareness in society.
In parallel to a number of other problems to be solved in the political, social, legal, ideological and spiritual spheres so to achieve the main goal, which is : >> the creation of a system to counter terrorist ideology and the formation of anti-terrorism awareness in the society. <<

The questions : What to do with domain zones abroad? How do we protect our information space against extremism and gross immorality? This question requires an effective response, and certainly among the priorities for consideration. Which is why I am raising the questions.
>> The most difficult issue is the question of the optimal extent of media coverage of terrorist acts, as it is based on a fundamental contradiction : On the one hand, citizens have the right to information, and on the other hand, the dissemination of information of the attack is precisely one of the main targets of terrorism, for which they (terrorists) make their scale and inhuman actions aimed at intimidating the population. It is also an occasion to reflect. <<
In general, the system counter to the ideology of terrorism should be an integral part of the overall information warfare, as in spreading extremist ideas plays a significant role – external factor. Separate subjects of terrorism are seen as a means to achieve geopolitical and political goals.
It is the case that the world is now a very real information war affecting the sphere of politics, economics, culture, religion, history, international relations, morality.
We are witnessing the concrete manifestations of war (debasement, torture and death, including perpetrated against women and children) on TV and film screens, on computer monitors (including violent / psycho-pathological / sadistic killer games), in newspaper articles, via analytical studies of various non-profit and non-governmental organisations operating abroad. This war is being waged on the brink of, and far beyond the obnoxious. One of the consequences of this war is that of our information environment, from education and the arts, as well as from the media, has to include educational aspect-oriented training in respectful / patriotic, moral and physical health of our younger generation. It is considered that it is not only the government who should fund the educational aspect – processing it as a state order. That the raising of moral and physical health of our younger generation should be the main objective of all, directly or indirectly .

Monitoring and in-depth analysis of the origins of terrorism gives reason to believe that when searching for ways to improve the effectiveness of the fight against terrorism what seems the most important issue is that of ideological confrontation, For the role of the ideological component is as important in the formation of terrorist threats, as is the organisation of an effective response to these threats. What is enduring, central is that we are the greatest country in the history of the world.
The issue is whether the objective gets lost in depth and extent of detail, so we have to monitor the content.
When you consider films, this Operation is better because films more often can only be a surface offering – action, where as we can drift in the detail of introspection. In addition, films are redundant pretty quickly whereas written material is enduring.
There is a great deal to inspire us in this respect. How our compulsion manifests is what many feel they want to explore. What compels is what is the most meaningful, the most profound.
It reigns beyond the dictates of technological applications and also moves along side these.
I used to sit during the evenings and ponder on the question of a way of using creativity as a means of influence, bound with our professional capacity as a Unit.
Vistas, wander in our thought, desires, what it is that makes and sustains us in this.
Remember that much is disregarded, because it is not fascinating, nor does it capture the vital requirement of seduction, of change in the psyche, of receptivity, of desire.
Propaganda is suspect, whereas this is a profoundly different vehicle.
People of all nations / ideologies are looking for something, but don’t know what.
The world is one where people come to grief.

“So you are saying that in the absence of, or indeed, with the neutralisation of delusion, there would still remain the capacity and will to destroy us? Just consider the word ‘capacity’ would you and in relation to what I said regarding instinct, the biological predisposition to act. Consider in addition what I referred to under the umbrella of asymmetric warfare, specifically that what we have is the most attractive proposition to all foreign governments for multiple reasons; be these strategic, global dominance, economic criteria and so on. How this is being both attempted and achieved is the issue.
Addendum II
The long garden could easily be appreciated from this window and through where Albert’s eyes were being cast. The garden was pleasing to the mind, to look, to listen, to feel. The natural blooming acted on him as did Catriona’s smile. The garden is a beautiful woman, voluptuous, responding. It crossed Albert’s mind that there were those who looked yonder, but they saw nothing of the same. There were those who could see, could feel, like himself but bore a vicious hatred. It was strange, very strange, that this be the case. There were those who would see Catriona and despise her with an intensity awkward to deal with and they would laugh while the bomb purposely placed close by her blew her to pieces.
Albert was feeling a greater pride in what this establishment meant. The world had a contamination upon it, a Holy war. What an aberration. What pathetic junk made from meaningless rhetoric. How to change them? All they will do is respond with the bomb and bullet. Little wonder it was raining. Raining… Raining…What the Hell is ‘revenge’? The word raises its head often in the newspapers these days. Revenge for what? Revenge taken against who? Those…who are merely different? The West? What of the screw and nail-ridden explosive devices intended for our passenger vehicles, buildings, ferries, airplanes. What of the indiscriminate murdering of the beautiful? The beautiful dreams of our women and children made into blood and bone splattered abomination?
There was a raven taking a bath in the fountain. It came often and usually at this time.
Who was Stephen referring to earlier in relation to asymmetric war? Was it someone else’s global intention being cast upon us as a shadow of death? This shadow being the corporate control of our privatised institutions sold on the cheap? So, we are being undermined via more clandestine means than those employed by terrorists. Without knowing the facts and their extent, this is both interesting and disturbing. If politicians are bought, then it’s little surprise who is most likely to be buying them and who stands to gain. Didn’t Stephen say something about ‘global dominance and we being the most attractive proposition as a prospective pawn in this’? What does Stephen have up his sleeve?
I liked Stephen’s reference to ‘controlling psychopaths seeped in conviction of their omnipotence, their crimes being largely unrecognised for what they really are even when the possession of bodies makes the stage for the theatre of the macabre’.
