Our principal focus is on developing counter-terrorism strategies, and the coming years are not going to change this. Moreover, deepening and fast moving geopolitical events and the concomitant underlying structures facilitating these events have added new dimensions. Inclusive within this frame are looming dangers such as; the acquisition and use of WMD and the possible reality of war scenarios, and which we have to engage.

Our societal structure in its multifaceted /systemic nature is adapting to the forces upon it, one thing is to keep abreast of what these forces are, how best to react and so on, but we want to continue the question ; by understanding the deeper nature of what motivates, can we as a consequence develop methodologies which are effective, specifically in our dealing with terrorists? What is being effective based upon and what does being effective mean? Implicit is the capacity to develop three-dimensional pictures of the minds of terrorists and close to home, the process of their becoming.

IMPORTANT NOTE

It has to be stated and without any argument to the contrary; the perpetrators of terror are now far better equipped, are professionally trained in all aspects of war.  To be specific, the vehicle of atrocity – the global propaganda machine, in the disseminating of the terror message, is utilizing state of the art techniques of presentation.  Therefore, it is very prudent to say that we must remain in a position of strength in this respect.

So to maintain this status it will take much forethought, much discussion and the investment therein of altogether new and superior modes of presentation.

The prospect of our failure (or even a fracture in our resolve) in the face of what is a massively supported, slick and professionally produced terror machine is NOT a consideration, though it has to be stated; what we are facing has now become a far more daunting prospect and equally in this, more of a challenge to us.

The subject indices below will be developed as planned, though by necessity must include changes to our strategy from both an organizational and financial investment point of view. Concerning the latter, who we up against, the global terror threat, as stated, enjoys support from the wealthiest, politically motivated Nation States and likewise, individuals on the planet, which constitutes tens of millions in revenue.

Among our side are many ingenious minds and our relationship with them is the most valuable aspect, but it has to be said in this respect, that all adversaries purse is evaluated and matched. That is and to be specific, we receive literally everything we want, irrespective of cost, whatever the extent.

PRESENTATION

To continue, and as a peripheral consideration, we are currently working through a few new proposals around the content and presentation. We cannot remain still while immersed in the multiplicity of directions that literal mind-blowing design and presentation opportunities can now elicit and importantly, we be in full control. Included in the latter are state of the art ‘possibilities’ that we are currently engaging. We have a full license for the advanced 3D animation and simulation software – Autodesk Maya, and with regard to what we say below, the question really is; how to meld the paradigms together.  Are we considering novel presentations per-se, which indeed can find home in the realms of ‘outer space’, or something much more narrow and closer to ‘home’? Can what is being continually revealed across the world meld with this innovative and different reality and if so, to what effect? This is one experimental direction we are pursuing. It might be a while before we have anything to show as the training is extensive, and exciting too. *  See discussion page

A further experimental modality that we are currently pursuing is the inclusion of virtual reality. This also is a very interesting prospect and we are developing while the technological means are developing, meaning that what we achieve in this paradigm will quickly change, have more impact, more of the conscious and unconscious effect that we intend, as the facility so to do becomes ever more sophisticated. Remember that our remit has a very particular objective – psychological warfare, and which lends itself perfectly to altogether novel, manipulated, *four dimensional, created worlds. *The fourth dimension being time.

A point to make regarding presentations with our particular remit in mind, which ideally and as said, is that what we are doing alters how others think, and subsequently behave (this being, in the ways we desire them to);

Text based information in report form can indeed, be uninspiring, which is not at all useful. Obviously much has to be presented this way, in fact most things are, but in evaluating how convenient the adhering to this model actually is, we were examining handwritten correspondences between the Cambridge Five spy ring**, and concluded that the personality and subsequent relationship with the reader, of what is uniquely personal, can actually became diluted considerably once these letters become ‘updated’ text. We can commandeer and recreate this ownership effect, this experiential relationship, via novel means of control (or we can try).  ** Traitors, yes.

The amount of time we engage in pursuing certain directions together with what we achieve or otherwise while doing so cannot in fullness be detailed here. In point of fact, only a very small part can be.

We think this is very daring, in that ‘things’ of this nature – (experiential events, extremely controversial) are not usually, if ever done this way and for reasons multifarious. However, having said that and what we discuss herein (about exploring different ways of doing things), we think it perfectly reveals what we intended. (C-I)

Herein, SYNERGY plays a vital part in the development of Information Warfare

Synergy means behaviour of whole systems unpredicted by the behaviour of their parts taken separately. Synergy means behaviour of integral, aggregate, whole systems unpredicted by behaviours of any of their components or sub-assemblies of their components taken separately from the whole.

In other words; many heads are better than one. Brainstorming, this think tank (Unit), free association techniques – all are forms of mental synergy. The point being that synergy plays a vital part in the development of Information Warfare.

The UNIT essential abilities :

That we can;

respond to situations with flexibility

take advantage of fortuitous circumstances; to make sense out of ambiguous and/or contradictory messages, so to recognise the relative importance of different elements of a situation

find similarities between situations despite differences which might separate them

synthesise new concepts by taking old concepts and putting them together in new ways

present ideas that are novel

A new development that we have been formulating for a quite a while, now at its conclusion

Given that we are working in an increasingly complex, hostile and unpredictable world, we wanted to harness our creativity so to carry further the remit as outlined herein, of counter-terrorism and the New Mind War, but do so differently. How differently? Well, uniquely so is an apt evaluation.

If the reader considers how very powerful information in all its forms demonstrably is, and which forms of information are both the most enduring and effective in shaping thoughts, it made good sense to us that we take full advantage of a very particular experiential vehicle in this respect, one that can draw in the reader/viewer irrespective of who they are toward us, because it operates in multifaceted ways to affect the psyche. We knew we were very adept in creative writing and so are others who as we have said, use the skill against us, not only via the media but in every form that carries a message.

Together and as an extra-curricular we have written thirty books in novel format and we think these can achieve a variety of important objectives. The subject matter and method of presentation is an important consideration and in conjunction with the opportunity to respond being available (by the audience telling us of the extent of the affect), then there exists the opportunity to build on where we want it to go in real time. The flexibility offered us means we can change the three-dimensional reality (messages/subject matter, their capacity to seduce and so on) as we move along, thus controlling the extent of what we have placed in the imagination. Reading material or better put, a world that can be stepped into, also offers us the facility to communicate on a multiplicity of levels and expectation such that we can speak to altogether different audiences in ways understood and appreciated, all at the same time.

Very importantly we are not commercial in any way. It is important we stress this. This is an experiment.

We are placing the content in extract form onto a different website, that and more, such that it also projects our powerful ethos, the esprit de corps of the Pax Britannia, to the fullest extent. It has to stated that this will not be connected to here.

As said, we aim to reach beyond the ordinary and expected because we think we have to. When proverbially speaking we recently ‘dipped our toes in the water’ with this, we were inspired by the extent and nature of the response.

This should be operational in mid to end February 2018.

THE UNIT

Well, currently we have five Officers, referred to as; (C-I), (C-II), (C-III), (C-IV), (C-V), and who are in the United Kingdom, of course. Admin/Liaison (entrusted with requisite editing) we can say is of American provenance (note the deliberate inclusion throughout of British and American spelling, which is bound with the scope of the New Mind War, and the reason for which will become clearer throughout). Rather than present Officer’s detailed ‘biographies’, which is the norm (to project personal ambitions, qualities, etc), we decided to skip doing so and for very important reasons. We can say the presentations do obviously project their experience, knowledge, adeptness and so on, but in parallel to the anonymity, the whole does contain a cluster of young, vibrant, committed and very distinctive personalities which, it must be said, often clash. This is accentuated throughout, thus in the process facilitating powerful three-dimensional portraits of the ‘speakers’. By so doing, a multiplicity of lively dynamics does prevail which are not usually the case around the content and presentation of this kind of information. Some do not care for it, but this is how we chose to proceed. This, together with the anonymity, will NOT change.*

* In addition, we share the view that this is indeed an absolutely fantastic opportunity – not only to explore certain facets of the world, but to explore ourselves in relation to them.

In this, and as we have already stated; we are not seeking for any particular perception, neither notoriety nor applause, and yes, there is much that can be read into the statement.

In truth, we are enjoying our time to the uppermost extent and without question, are provided with what means the most, more than we could ever need.

To emphasise that our skill areas vary, as do our backgrounds; achieving diversity by reflecting gender, socio-economic, cultural and professional skills, ethnic and transnational / geopolitical perceptions, within what we do.

Captain Sir Mansfield Cumming, KCMG, CB (1859 – 1923) was the first Director of what would become the Secret Intelligence Service,  now known as MI6.

As many are aware, he is known for having always signed his name as the letter ‘C’, and using green ink.

We deal with a great deal of information, which is unrelenting in its delivery and as the reader can imagine. We have over two-thousand sources worldwide, certain of these sources are extremely close to us, such that we can touch them. In order to expand our remit, there are a few novel possibilities, as said before, involving re-organizing this current design, but also to include; a greater amount of written detail and which is embracing of a deeper and wider analytical scope – inclusive of bringing varying analytical disciplines into the fray.

There are also past strategic examples; consider them as very powerful  threads of immeasurable value to us, and which are active during the present and will live with us in the future, however we envisage it.

What must be stressed is that we do not exist in isolation, nothing can, which means we must be aware of the very fabric of support with regard to global events, both economic and political. Because of the latter (economic and political events) the international stage is in flux, is uncertain, and we must be aware of where, through time we (as a nation) are, as a fundamentally important and determined player within. The current elements of the global order, most notably the power relations between The People’s Republic of China, The Russian Federation and the United States of America do demand intense and continual scrutiny. The way to facilitate this requirement is to listen to what is said, who is saying it and understand why. In so doing, we as a Unit with a particular remit as outlined herein, can more accurately assess our methodology and engage necessary change.

A Global United Kingdom, Interconnected and Internationalist in Outlook

We redesigned and renamed the Reconnoiter Section. To move the many reports and studies, include these in ‘Room 15 Discussions’.

Here, we want to make a very particular perception of the New Mind War evolve, and this perception be an integral part of the U.K. future global, internationalist reality. Does this mean leaving or remaining within the EU, because both have ramifications.

What perception and how are we doing this?

Well, as said before, the world is both extremely complex and dynamic with regard to the competing and hostile agendas to be recognised, understood and transcended. In addition and in lieu of Brexit, indeed if it transpires, we will become a nation among many others in the new global community and this means that bi-lateral trade, cross cultural links, technology transfer and so on are paramount considerations. Therefore the question is; how do we see the New Mind War, being interwoven. Of course the same applies to remaining in the EU, which is now looking increasingly likely.

Brexit in brief : It is important here we state what it was the British people did actually vote for – ‘an independent U.K. with control over laws, borders and money’. It was not about fear of other people or nations, but a desire to be as the ‘rest of the world’, as indeed we were during the past, trading freely and cooperating with others. Parliament did vote overwhelmingly before the Referendum to accept its result and the government respected that promise in an expensive pamphlet delivered to every home.

The argument is that Brexit must go ahead to show the British people that politicians keep their promise. If it goes ahead there will be the freedom to choose one’s own future with laws being made in our parliament, not elsewhere – deriving benefits of being an independent nation that all voted for.

Further, that being free means the ability to improve labour laws, workers rights, the environment and animal welfare standards. To invest money where one chooses, in public services, for example.

That greatest opportunity for trade expansion lying beyond the EU and thus by implication, leaving the EU means a global United Kingdom, internationalist in outlook and building links with the commonwealth.

There is determined to forge ahead, being part of Europe, but as certain politicians argue; ”Not being members of a clique which every year has a shrinking share of global economic growth.”

Whether we leave or we do not, there has to be a taking stock, a gathering of past triumph, an assembling of oneself in the present, and via global partnerships, the designing and building of a future state. This is an era of change – whether out of the EU, or arguably as seems likely during this particular moment, remaining :

THE FUTURE STATE PROJECT

Regarding the Future State (see website); the following is the motivation behind it and which carries with it collective ingenuity and achievement. This is why the Future State forms a part of the New Mind War :

A way of viewing the context of any operation is that we exist within a global, interconnected web that is altogether multifáceted, the latter encompassing of the very nature of both it and the extent of its threat / competition. It is therefore absolutely imperative we understand this in its entirety and address it and in so doing utilise all of our skills and expertise.(Psyop). Yes, it is an asymmetric war we are engaging and our strategies illustrative of the fact that we must emerge as the winners. There cannot be a moment spent in complacency, not any acknowledgement made based upon that condition. Whoever controls resources and creation thereof controls the world, be these resources an amalgam of economic, political and military criteria. Not one single facet exists in isolation, as I said, so we must collect together the fullness of where we are during this moment, the extent of our achievements, especially those, including our own and which reside at the very spearhead of time, this time constitutive of the fourth industrial revolution…..That, as citizens of the U.K. we are all together in this, irrespective. **

 Well, on a different note, an ideal is for this to be as enjoyable for readers as it is for us. (C-III) tells a story that while a student he took a vacation job in a steelworks that produced suspension springs for railway trains. While on the ‘shop floor,’ which is where he was employed, he asked the blacksmith (who was always reading books until his talent was required),  “Do you like your job then? The answer he received was;

Listen, of course I do. Only an idiot does something he doesn’t like doing.”

Note;

Forthwith and with full force, we intend to release our anti-jihad propaganda effort, threads of which are evident in all that we do, herein. This comes under the banner of Psychological Warfare / Psyop, though the title will change to The New Mind War.

It has to be said that the New Mind War is a very real challenge to us and will constitute a continual infusion. C-I’s statement gathers most of the threads together, and which is;

“Any counter-terrorism incursion has to contain a profoundly effective anti-propaganda effort, such that in its essence and its multifaceted depth and display, is shown who we are, how uniquely constructive are our ambitions, and why. Not only to draw minds toward us, to reinforce them, but to destroy the onslaught now in operation that otherwise will destroy us.”

Looking at it another way, at the outset was intended a broad and all-encompassing Mind War presence, achieved via a powerful delivery of the past bestowment in all its facets into the current moment.

As a consequence a greatly empowered sense of self would emerge, if not already, in newly informed ways and importantly, those who don’t care much for us as an ideal are caused to want to be like us, or failing that, like us less. The latter being who accuse us as having done the world ill and continue so to do. What the latter are rendered incapable of doing is undermining the substance of our collective ethos and status, through a host of propaganda and other hostile efforts.

Many might wonder why we would engage this, when contemporary reality is altogether different. That the present moment dictates to us, in terms of moved on geopolitics and economics. Our response is that such is the case, in the interplay within the global arena, but it is also not the case. Things have changed, but we have not and this is why.

We are fully engaged in an INFORMATION WAR, particularly now that we have generated effects in quarters who are retaliating. This is to be expected. The Counter-Intelligence Game

Our real time Counter-Intelligence Game – will cut through perceptions whose coexistence conflicts very sharply in terms of ideology, geopolitics, ethnicity, the socioeconomic and so on and so forth. The multiplicity of life worlds that construe and which are responsible for reacting to and to making the international system – in the ‘game’ very particular life worlds share ‘a certain stage’ with others that in the major system as it currently presents certainly do not. You could describe it as involving a wander in the mental landscapes of the extremely hostile – and consequentially it becomes possible to step into (observe, feel, respond to) the development of strategies and counter-strategies other than one’s own.

We have five participants as said, who can take on these roles and as you can imagine, along with their very highly developed and varying skills, not to forget their extraordinarily high degree of motivation, have much to contribute in this. The resultant dynamics along with what can be learned is expected to be extremely interesting, volatile too.

 There is a very controversial, new and trendy Section becoming a reality which is; ‘Acting Skills and the Spy‘. The description ‘trendy’ is appropriate – for what the Section does not reveal, rather than for what it does. Having said that, this is an altogether technologically led era and the pace of which is unrelenting in its capacity to define and control, so in this performing, the question how and importantly why does the interpersonal dynamic fit? A further related question is; by appeal to what art can ‘the person’ transcend what is expected of everyday and predefined circumstances?

Further, we thought the best way to introduce this was via a discussion we are having, because it provides a view to our intention and to the reason for the Section, but also and importantly as said, the discussion addresses certain very emotive issues central to the art – what does it feel like while in this particular context/role, and so on. The art of acting, of developing a secret identity and the professional skills involved in changing one’s appearance is also central. Actually the discussion format offers the opportunity to explore different interpretations – some subtle, some not so subtle regarding a particular issue and also formulate questions which might in fullness be answered and possibly not answered at all. We have the conversations that (C-I) (C-III) and (C-V) had on many topics, some are redacted and some not, and they all offer a picture, if one likes, that reports cannot. There are distinct personalities at play, dynamics in flux and the fact that these nuances are wound together is something the reader might find extremely useful. One description tendered was that we were, ‘tossing something over the fence’.

The Militarisation of the Arctic. The Changing Climate / Global Warming

 The Section; ‘Arctic Eye – The Militarisation of the Arctic Territory‘ is almost complete. The reason for the project is, even at this point in time, the likelihood of ensuing military conflict and so, for a variety of reasons.

With the Russian-British relations going downhill after the Skripal poisoning, Gavin Williamson recently revealed details of the U.K.’s plan that he branded a ‘defence Arctic strategy, which likely will be the largest operation of its kind since the Cold War.

Defence Secretary Gavin Williamson has announced further, that the UK is planning to open a new military base in the northern part of Norway and deploy 800 Royal Marine and Army troopers to the country every winter for 10 years from 2019. They are to operate with the US and Dutch troopers there. Together with 3,000 commandos, sent to take part in the NATO drills, the total number of the deployed troops will top 40,000.

As Williamson told the Telegragh, the Cabinet was drawing a “defence Arctic strategy” to boost the country’s military presence while concerns about Russian increasing activity “in our back yard” are growing.

But this is not all.

As the Arctic Circle’s ice melts away, people of the High North feel their top-of-the-world economy heating up. Gold mines, roads and a full spectrum of energy projects dot the horizon with Russia leading the way and other Arctic countries scrambling to catch up. There is much to do, and insufficient capital to go around. This means countries with deep pockets, deep ambition and no Arctic coastline, namely China, can get a seat at the table, too.

Investing at the top of the world very difficult. The remoteness of the region, and a lack of basic infrastructure means the Arctic is simply not wired into the rest of the global trade system.

Certain projects reflect huge ambitions to upgrade national, industrial and social systems. Others are smaller scale, intended to connect remote places into larger patterns of trade. Taken together, they would require as much as $1 trillion in investments.

So far, Russia’s oil and gas money has underwritten most of the work, giving Vladimir Putin a leg up as changing conditions grant access to new riches. Russia has an overwhelming lead over its neighbours with nearly 250 potential projects. Finland, the U.S. and Canada follow in the number of wish list items. Underscoring many of these initiatives is careful maneuvering by China, whether through Arctic trade deals or strategic financing.

Who can build their projects first, and who funds them, will go a long way in determining which countries are best positioned to exert economic dominance in the region over the coming decades.

One further consideration is that we intend to move deeper from the standpoint of describing what and how something appears – as applies to the collective, and to ask; what is it like for the individual, what can we learn from an exploration into the individual psyche? This involves utilizing a human relations / psychoanalytic perspective. To date, the resulting explorations have not always been born of certainty, nor agreed upon, and this will be evident in the conversations that are presented here. The question; ‘what is certain’ is very simple to ask, but incalculably fraught with agendas, issues of ownership, power, fear, defense mechanisms in play, and so on.

We, of course, are NOT a commercial organization. To quote (C-I), “How could we apply profit motive to what we are taking from the world, such that we begin charging money for giving it back?” That’s not all there is to it of course, not by any means, but it’s an apt summation. Within Psychological Operations there are many facets or strands if you like, all are bound tightly together; there is the intended impact of the whole and the impact of the strands that flow throughout and these latter, are not necessarily the same. The New Mind War does not only have jihadists in its sight.

When one begins looking at the nature of the psychological impacts, certain offer ambiguity. An intended effect is not always easy to predict, nor obviously is its intensity. For example, we decided to say, if you wish to compete and/or dominate us; ‘This is who we are, this is why, and this is how we became so.’ – yes, requiring a multifaceted message constitutive of enormous power. That, and we fully understand the weaknesses of our targets sufficiently well so to tailor the messages and present them as said, that is, as enormously powerful seductive ploys.

In a nutshell, you could say in addition; what makes for unpopularity, at the same time creates popularity, the polarity is unimportant as far as this effort is concerned. However, because of the message/s there are those whom we would like to agree with us, or see us as we would prefer, but who do not. It’s a complicated world. However, the specific multiple targets the strategy intends, – those who it has in its sights, certainly will react to us. This is the intention, the essence of the New Mind War in operation.

I can say that strategy in this particular remit requires qualities of; shrewdness, brinkmanship, boundless creative talent, understanding the nature of simple to complex messages and their intentional nuance. Likewise, how to identify what undermines our opponents, confuses and often hurts them – this, bound in a commitment and allegiance to what constitutes our own welfare.

The strategic objective is; domination over our opponents such that collectively, we, to the fullest extent become their ambition, their reason for life.

Certain facets of what is the most able psyop weapon have historically been denied, fought against, and indeed, the present time is no different and for the same, reasons. This is an extremely effective condition to commandeer because, as said, it contains no less than weaponized capacity for insecurity and while not confining its aim, the effect is not only felt at the individual or even at the group level, but within whole nations. **What is meant by the term ‘conventional’ is the most common and resultant surface presentation of information within psychological warfare efforts. With a surface presentation there is no long-term effect induced, if any effect at all. Many would argue that their strategies (which cost a great deal of money) are effective and refer to text book accounts of how this is known to be the case. The point is, that no one subsequently would ever even seek out these efforts, if they even did at the time of their creation, and so they remain where they were made.

Psyop efforts fail when they are not a precursor to something much more, when they do not create a state of expectancy and prolonged desire, a changed condition.

To be a credible information warfare challenge we must evaluate rationally and then propose a rational alternative which is conceptually and demonstrably superior. To respond only with an indignant denunciation of something else is merely to indulge ourselves in the equivalent of emotional name-calling, which may be satisfying and reassuring but does not necessarily adjust matters towards the solution of an international/intercultural problem.

‘Psychological Warfare’ is the planned use of propaganda and other psychological actions to influence the opinions, emotions, attitudes, and behaviour of hostile foreign groups in such a way as to support the achievement of national objectives.
