The New Mind War is a propaganda tool and it engages a very particular cluster of intentions, methodologies and audience. Therefore, it is prudent we should take a look at how the art of propaganda is and has been critiqued. How and why propaganda is critiqued can have a direct bearing on the effect we intend, if indeed the audience are made aware of what particular critiques can be leveled.

Firstly, regarding ‘moral agency’; it is possible to argue that a society which does or does not provide adequate information to its citizens can challenge their effectiveness as citizens and challenge their ability to make informed choices at all. In short, information can challenge their ability to hold themselves and others responsible for all of their actions, it can challenge their moral agency. A fundamental issue is the development of an adequate conception of moral agency and the conditions necessary for individuals to practice it fully with the intention of demonstrating that these conditions are / are not met; and that this lack, or otherwise, is at least partly due to the media. A question that is often asked is; does the free press serve the interests of ‘the elite’ at the expense of everyone else in its mission to provide accurate information? What does this mean for information that is not media, and yet exists within the framework of the defence of democracy?
